Pools of
water can be wonderful to work with, particularly if you have a fantastic
horizon and still conditions to work with. This location is therefore about as
good as it gets.
Now I know you will occasionally hear some photographers lecture about
never putting a horizon line through the middle of a photo, but I think in an
instance like this it is the best option. Those reflections in the foreground
deserve as much attention as the subject itself.
About the only thing that is letting this image down is the post in the right of the frame and given the chance I would be inclined to crop it out.
As another option, I would also look at darkening the sky little. There are a few different ways that you can do this but one of the simplest options would be to either select the sky and gently make an adjustment using Curves, or burn the sky in with the Burn tool set to a very large brush.
In the example below I have centred the horizon to the middle of the picture… cropped the sides heavily and then used the curves to darken the upper half of the picture and balance it with the reflection.
