Hi Terri,
Here is a question for you. if you went to a gallery and were told there were two rooms for you to explore, chances are you would be rather keen to have a look about. Now, if one of those rooms was full of interesting things to look at but the other room was almost completely empty, chances are you would be disappointed with the empty room.
What you have here in this photograph is a rather similar situation. In the lower part of the picture is a mellow seascape made using a slow shutter speed while in the background is a coastal town and a few lights adding to the sense of place. What lets this image down though is that rather drab sky that is quite empty and boring.
I think you know where I am going next. My advice is to crop the sky rather hard and let the viewer concentrate on looking at the foreground instead. There is more than enough for someone to enjoy that water and rocks and the lights in the background without getting lost in space.
