Overall I'd say you've done a great job with this photo though I'm not sure about the lens choice. Buying a new lens like the Tokina 11-16mm can be
rather exciting. I remember my own first experiences with wide-angle
lenses. Suddenly everything seems more exciting and you can't wait to photograph
absolutely everything with it. What you tend to learn over time though, is that
going wide is one thing, having something to say when you get there is
something else.
In a situation like the one here, you need to ask yourself what is to be
gained by going wide. The wall and middle foreground are interesting but
is it all too boring in the left of the picture?
From a structural perspective, I would be inclined to
concentrate on the wall and crop out the left of the picture.
That said, if you want to go for the interesting
minimalist treatment, I would be inclined to go back and make the photo looking
straight out into the bay. Forget everything else except the sea and moving
sky.
At a guess you made this photo with a Neutral Density
filter, because despite having a long exposure time, it does not actually
look like the street lights are on. This is a good example of turning day into
night!
My advice… this is a good image, but keep exploring and working on the idea.
