Quite often we are seduced by big skies, but what is worth remembering is that big skies can be found anywhere, even in the city. What I think is important about this photograph is what is lurking in the shadows. If you look closely you can see a community of houseboats that, for the moment, have been swallowed into the shadows.
One of the simplest ways to improve this image would be to select the boats using Photoshop's Lasso Tool (use the feather option set to about 50 pixels) and then use an adjustment layer such as the exposure control or the curves, to brighten that part of the picture.
Once you have done this I would then crop the sky so that the horizon is roughly on the third of the picture. About now we are concentrating less on the big sky, and more on the big river and the people who enjoy your holidays this part of the country.
